A significant number of children enter Junior Kindergarten with limited exposure to the kinds of literacy experiences that will prepare them for success in schools. In addition, over 40 percent of all the TCDSB students speak a language other than English at home. In response to the diverse needs of its student population, the TCDSB undertook a detailed review of language arts delivery in the primary division (Junior Kindergarten to Grade 3) and developed a three-year plan to address early literacy.
